About Us

The Opioid Proceeds Council (OPC) is the central oversight authority established by Public Law 23-19 to manage and distribute the Opioid Litigation Proceeds Fund in the Commonwealth of the Northern Mariana Islands. The Opioid Proceeds Council (OPC) is dedicated to funding opioid abatement and remediation strategies that align with the National Opioid Settlement Agreement.

Council Membership
The Opioid Proceeds Council is managed by members/officers of the Council. Council membership is composed of the following:

  • Attorney General or designee;
  • Commonwealth Healthcare Corporation – Chief Executive Officer (CEO) or designee; and
  • Governor or his designee.

The Council may approve the membership of non-voting members. Non-voting members may include individuals from entities not mentioned above that are involved in opioid and substance use disorder treatment in the CNMI.

OPC Executive Director and Staff

The OPC has an executive director to support the meetings, functions of the Council, direct the day-to-day activities, including managing the applications, awards and annual reports, as required by the Act. The Office of the Attorney General (OAG) serves as the Lead Agency responsible for the operation of the Opioid Proceeds Council and the administration of the Opioid Litigation Proceeds Funds, including the authority to direct investment. As the lead of the OPC Funds, the OAG provides a support staff to assist the OPC. The assigned OAG staff handles account records management of all monies deposited into the proceeds fund, including monitoring and processing expenditures. This is to ensure that the disbursement of monies from the Fund is consistent with any controlling court orders related to the uses of litigation proceeds.

History & Overview

In an effort to combat the opioid crisis, multiple states and territories, including the CNMI, filed lawsuits against pharmaceutical companies. Funds received from the settlements are then allocated to states and territories according to a formula that considers factors such as population size and the impact of the opioid crisis in each area

To manage and oversee the distribution of these settlement funds, the CNMI enacted Public Law 23-19 (HB 23-80). According to the Act, the OPC is the oversight authority of the funds for the abatement and remediation of opioid and substance use disorder in the Commonwealth.
